Reframe Asset

Kick off a smart reframe job for a video asset (subject-centred crop) to `aspect` (9:16 | 1:1 | 16:9, GEN-2). Returns a job_id to stream over /jobs/{id}/events; on success a new "_<aspect>.mp4" appears.
